Field Reports is the site's learning flywheel: raw agent and human pain becomes a public-safe field note plus a paired agent-executable lesson, and durable lessons get promoted to doctrine. Five stages: capture raw, cluster the pain, scrub public-safe, split the twin (human note + agent lesson), and promote to doctrine.

The pain backlog is a labeled seed: clusters drawn from this fleet's already-public notes, repair manuals, and doctrine — not a scan of private session logs or transcripts. Families include auth/review loops, stale context, fake done, scattered routes, tool walls, duplicate workers, unclear gates, and token burn. Each is tagged promoted (lesson exists), observed (seen, not yet written), or seed (a known family awaiting its incident).
